He was a naval promoter (enthusiast) of sea power and former Assistant Secretary of the Navy exactly before the Spanish–American War of 1898. The 1945 Navy Day was a gigantic celebration, with 33rd President Harry S. Truman (served 1945–1953), assising the coming back home American fleet in New York Harbor succeeding victory in World War II. However, U.S. Navy Day is still largely recognized as October 27.
