Guy Fawkes decided to ignite the gunpowder and cause the explosion.
Their plan failed as Police found the gunpowder before the explosion and arrested all the men involved in the plot. Immediately after the November 5 arrest of Guy Fawkes, who was caught guarding a cache of explosives placed inside the House of Lords, the James Council allowed the public to celebrate the king's survival with fireworks as there was no danger or trouble.
The next January in 1606, days before the execution of the conspirators who could not escape, Parliament, initiated by James I, passed the Observance Act of 5 November, known as the "Act of Thanksgiving." It is unknown how the day was initially celebrated, but records indicate that in the Protestant stronghold of Dorchester, a sermon was delivered, church bells were rung, and fireworks and bonfires were lit.
